Your Safety is Our Focus

Maintaining a safe community is one of the Greenspoint District’s top priorities. The community is safer today than when the District was first created, thanks to innovative and aggressive programs. In fact, since 1991, Greenspoint’s population has increased by 45 percent, yielding a 42% decrease in serious crimes.

How does Greenspoint do it? Partnerships are the key. Local law enforcement, the District and property owners work together to create a secure environment. This is evident by the success of the Public Safety Center at Greenspoint Mall.

This centralized location, at the heart of the community, greatly contributes to Greenspoint having one of the fastest response times to “in-progress” (Code 1) calls in the city. The Public Safety Center also added 1,800 Houston Police Department (HPD) patrol hours each year, by enabling officers to report directly to Greenspoint instead of first going to a command station that is 20 minutes away.

Safety OfficerGreenspoint is covered on all fronts. The District also contracts with the HPD and Harris County Sheriff's Office on a variety of programs from code enforcement to site specific operations. Additionally, the District helps equip officers to do their job efficiently by purchasing equipment for the various policing agencies that serve the area.

In addition to the visibility of law enforcement officers, other more subtle crime prevention techniques are used throughout the District’s service area. These almost invisible techniques are referred to as Crime Prevention Through Environmental Design (CPTED), which also improve the quality of life for Greenspoint residents and employees. These concepts have been implemented with proven results. The specific techniques include:

  • Natural Surveillance – placing physical features, activities and people to maximize visibility;
  • Natural Access Control – arranging entrances, exits, fencing, landscaping and lighting to guide pedestrian traffic;
  • Territorial Reinforcement – using objects such as fences, pavements, art and signs to express ownership; and
  • Maintenance – proper upkeep of areas to ensure they are used for the intended purpose.

Does Your Apartment
Have A Star?

Another innovative crime prevention program is the Houston Police Department (HPD)’s Blue Star Program. Blue Star is a three-phase program designed to address crime concerns in multi-housing communities. The program starts with training of property owners, managers, leasing staff and other management personnel. Phase two is a CPTED inspection, and the last phase is a “Safety Social” event to increase awareness and educate residents.

The Blue Star Program works when everyone on the property meets the program’s standards of behavior. If a criminal knows the community has rules and enforces them, he will be less likely to move into that community. This also leads to a more stable population, and reduced turnover within the complex.
