Blue Star Program:
Does Your Apartment Have A Star? The Houston Police Department’s Blue Star Program is an innovative crime prevention program. Blue Star is a three-phase program designed to address crime concerns in multi-family housing communities.
The program starts with training for property owners, managers, leasing staff and other management personnel. Phase Two is a Crime Prevention Through Environmental Design (CPTED) inspection, and the last phase is a “Safety Social” event to increase awareness and educate residents.
The Blue Star Program works when everyone on the property meets the program’s standards. If a criminal knows the community has rules and enforces them, he will be less likely to move into that community. This also leads to a more stable population and reduced turnover within the complex.
