Greens Bayou Task Force

Tropical Storm Allison swept over the Houston area in 2001, putting the city’s infrastructure to the test. Greenspoint was not the hardest-hit community. However, the storm exposed where flood control could be improved.

In response to the flooding that occurred, the Greenspoint District created the Greens Bayou Task Force (GBTF) for the purpose of addressing flooding issues in the area. The Task Force is comprised of property owners, elected officials, stakeholders and Harris County Flood Control District (HCFCD) representatives.

After much study and research, the HCFCD selected an engineering firm, Montgomery & Associates, to complete the Greens Bayou Mid Reach Flood Reduction Feasibility Study in January 2004. The plan recommends several construction projects over a multi-year period that will mitigate flooding in the Greenspoint area.

Findings of the study suggest that once the projects are implemented, the risk of flooding events will be reduced. Now that the findings are complete, the task force is working to secure funding and implement the recommendations so that Greenspoint will be better prepared for the next storm.

In October 2007, HCFCD reached a major milestone by completing the first phase of preliminary engineering for the Mid-Reach Plan. Significant progress to date by HCFCD on the Mid-Reach Plan includes:

• Acquisition of approximately 600 acres of land for stormwater detention at a cost of $22 million
• Removal of over one million cubic yards of dirt from three stormwater detention basin sites
• Completion of a feasibility study in 2003
• Completion of the first phase of Preliminary Engineering in 2007
